Charles worked for the FBI for 16 years, gaining experience across the Bureau’s complex operations, including evidence collection, radio communications, aviation surveillance, and Forward-Looking Infrared (FLIR). Charles was an Investigative Specialist for 12 years as a member of the Special Surveillance Group and conducted, organized, and completed thousands of surveillances on Drug (as FLIR operator), Intelligence, and Terrorism targets. He participated in joint training operations with the DIA, DEA, JCTA, and CIA. Charles served as an instructor and evaluator on numerous occasions for the FBI’s surveillance training programs.

Charles managed a number of FLIR System Operators while coordinating one of the FBI’s prominent FLIR programs. He provided case guidance, became an expert in the operation and maintenance of FLIR equipment, and personally trained his operators. Under Charles's leadership and guidance, the FLIR program conducted numerous successful operations against espionage subjects, suspected terrorism subjects, drug shipments, violent crime, and kidnapping searches.

Since 2008, Charles has been a co-owner of a private investigative firm based in Houston and has worked as a Private Investigator in Texas for the past four years, specializing in covert physical surveillance operations. As a P.I., he has performed criminal investigations and conducted surveillance operations involving workman’s compensation, child custody, drug use, theft, and the elusive but frequent cheating spouse.

Do you remember what happened to Congressman Chris Bell during the 2004 Democratic Party Primary race for the 9th Congressional District of Texas after redistricting?

Remember, Al Green was the former Harris County Justice of the Peace for Precinct 7, Place 2, before he set his sights on defeating Congressman Chris Bell, after the lines for the 9th Congressional District of Texas were redrawn.

In irony, as fate would have it, the lines to the 18th Congressional District have been redrawn at the urging of President Donald Trump, and history is more likely than not, about to repeat itself on Tuesday, March 3, 2026, in the Democratic Party Primary race for the “NEWLY-DRAWN” 18th Congressional District of Texas.

On Tuesday, March 3, 2026, Congressman Al Green, Congressman Christian Menefee, Amanda Edwards, and Gretchen Brown will face off in a “BATTLE ROYALE” for the “NEWLY-DRAWN” 18th Congressional District of Texas, pitting two “POLITICAL TITANS” against one another.

Nope. Congressman Christian Menefee is not a “POLITICAL TITAN,” the two titans facing off against one another on Tuesday, March 3, 2026, are Commissioner Rodney Ellis and his “POLITICAL MACHINE,” and Congressman Al Green, who is affectionately known as “THE PEOPLE’S CHAMPION” to his loyal base of constituents.


“THE GAME PLAN.”

What you have to remember about the “CD-18 PRIMARY RACE” is that with four candidates in the race, if Congressman Al Green does not win the race outright on Tuesday, March 3, 2026, he will get another bite at the “PROVERBIAL APPLE” on Tuesday, May 26, 2026, in the Democratic Party Primary Runoff Election.

To defeat Commissioner Rodney Ellis’s “POLITICAL MACHINE,” Congressman Al Green and his team must make sure that the “ABSENTEE MAIL BALLOT” flow is accurate and transparent, with no signs of “CRIMINAL BALLOT HARVESTING” in any way, shape, or form.

Congressman Al Green, must also “CLOSELY MONITOR,” the daily flow of “IN-PERSON,” voting traffic between Tuesday, February 17, 2026, and Friday, February 27, 2026, to insure the accuracy of the daily “IN-PERSON,” voter totals, that are being sent from the individual “EARLY VOTING LOCATIONS,” to the Harris County Clerk’s Office each night. Why?

According to what we discovered in “THE AUDIT,” which was conducted by the State of Texas into the 2020 General Election, Christian Menefee, who was the Harris County Attorney at the time, did not cooperate with the Forensic Audit Division (FAD), investigators, and allegedly ran interference, which hindered their investigation.

“FAD was not given the opportunity to speak with pertinent staff until October 2022, when the new administration provided access to address the issues with the Tally Audit Log,” according to the Forensic Audit Division Report.


“REASON FOR THE AUDIT.”

In order to “ensure that all Texas voters can have confidence in the election systems in our state,” the Texas Secretary of State ordered a full forensic audit of the 2020 General Election in Collin, Dallas, Harris, and Tarrant counties. Two of the counties – Tarrant and Collin – represent the largest Republican-controlled county governments in the State of Texas, while the remaining two – Harris and Dallas – represent the largest Democratic-controlled county governments in the State. This approach ensures that the State of Texas can provide an honest, transparent assessment of county election offices overseen by both political parties.

“This report will outline the findings of the Forensic Audit Division of the Texas Secretary of State’s office (FAD) over the past year,” stated the FAD Report.


“METHODOLOGY.”

The audit undertaken is a comprehensive audit of election records from the 2020 General Election. An audit of this nature has not been undertaken anywhere in the country. FAD reviewed a broad spectrum of the counties’ records, including both electronic and paper documents. When allowed, we interviewed the counties’ election office staff. FAD personnel made numerous trips to the four counties to conduct on-site reviews of paper documents and interviews. During the audit, we obtained at least 369 GB of data. We reviewed and evaluated many facets of the 2020 General Election, including:

1. Polling location and tabulation data to perform basic reconciliation of the data on as many levels as possible from poll book check-ins through the canvass process, and all points in between, to ensure that the number of voters accepted matched the number of ballots cast;

2. The physical security of election equipment;

3. The adequacy of the counties’ training materials;

4. The ballot-by-mail process in detail to ensure that ballots were issued and returned appropriately;

5. The provisional balloting process;

6. Certain aspects of voter registration, including whether or not voters were registered at non-residential addresses, and

7. Complaints concerning the 2020 General Election received by the four counties and the Texas Secretary of State.

Even though FAD reviewed an extraordinary amount of data, it was at times limited by the data the counties kept. Not all counties kept the same data, and none kept their data in the same way. FAD attempted to be consistent in the review across counties, but this was not always possible.


“KEY FINDINGS.”

When the Texas Election Code and local procedures are followed, Texas voters should have a very high level of confidence in the accuracy of election outcomes.

Each of the four counties has detailed procedures and forms to document compliance with the code and ensure that only lawful ballots are cast and counted.

When procedures are followed, the election results are trustworthy. Indeed, in most cases, the audit found that the counties followed their procedures and clearly documented their activities. In some cases, however, they did not. As outlined in this

Report, in cases where procedures were not followed, discrepancies and irregularities ranging from small to large ensued.

The 2020 General Election, administered during the COVID-19 pandemic, posed extraordinary challenges to counties, which likely led to procedural errors. These challenges, combined with staffing shortages, strained local election officials. Many of the irregularities observed in the audit are less likely to occur in future elections due to legislative changes made following the 2020 General Election, including the Senate

Bill 1. Moreover, the challenge of conducting an election during a global pandemic is unlikely to repeat itself.“COUNTY-SPECIFIC FINDINGS.”

Harris County had very serious issues in the handling of electronic media. These issues were so severe that FAD notified Harris County of our preliminary findings by letter prior to the 2022 General Election.

Harris County findings:

• In at least 14 polling locations, mobile ballot boxes (MBBs) containing 184,999 cast vote records included in the tally did not have a proper chain of custody.

• Harris County was not able to provide documentation for the creation of 17 MBBs accounting for 124,630 cast vote records.

• The electronic pollbook records from at least 26 Early Voting locations and 8 Election Day polling locations did not match the Tally Audit Log for those locations.

• Harris County did not have an inventory of its warehoused records for the 2020 General Election. FAD counted 534 boxes, but cannot confirm that these comprise all records. At times, FAD observed that the label used on the outside of the boxes inaccurately described the contents.

• Harris County was the only county that did not provide a “list of Early Voting or Election Day polling locations that had a discrepancy of one percent or more between the number of voters that checked in and the number of votes cast at that location,” as requested at the outset of the audit. This is basic reconciliation that should have been easy to produce.

• FAD was not given the opportunity to speak with pertinent staff until October 2022, when the new administration provided access to address the issues with the Tally Audit Log.



“CLOSING THOUGHTS.”

Congressman Christian Menefee and Commissioner Rodney Ellis have a significant advantage over Congressman Green and his team regarding the inner workings of the “ELECTION PROCESS” in Harris County, Texas. However, the strategy they used to defeat Amanda Edwards won’t work against Congressman Al Green, for a number of reasons, but the number one reason is that Congressman Green is not a member of the “ELLIS REGIME,” like Amanda was.

If you look at the “FINANCIAL DISBURSMENTS” below made by Amanda Edwards’s campaign between 1/1/2025 and 1/11/2026, you will clearly see that Amanda Edwards was not trying to defeat Christian Menefee, but may have been used as a pawn to stop other viable candidates from exposing the “ALLEGED CORRUPTION,” tied to Menefee and Commissioner Rodney Ellis.

These sixteen women, along with the late Judge Cassondra Hollemon (not pictured), Judge Lucia Bates (not pictured), and former Honorable Judge Maria T. Jackson, took America by storm during the 2018 Midterm Election. But on Tuesday, November 3, 2026, for the General Midterm Election in Harris County, Texas, there will be an even larger contingent of African American women seeking to rewrite the annals of "AMERICAN HISTORY," while preserving our history and solidifying their legacies.
